MS-65 , although , dark black spot on reverse between States and Of would bother me .

MS-65. I'd give just the part with the black toning a careful, target, dip.

MS64. toning can be positive or negative affecting the grade. in this case it does not add to eye appeal but detracts as the eye is drawn straight to it particularly the reverse
