Apparently overstruck. Recommend a web search on "kshaharatas of saurashtra" or perhaps "kshaharatas drachm" as a starting point for pinning it down.

Excellent find!

Silver drachm of Nahapana (Western Satraps or kshatrapas), overstruck by the Satavahanas after his death, around 100 AD. Nahapana drachms are common, but overstruck examples are quite rare, as are all Satavahana drachms.

You can most clearly see the "ujjain symbol" (original name and meaning unknown) which also appears on my only Satavahana drachm (Yajna, who ruled about 100 years after Nahapana fell to Gautamiputra)

Bob and Steve beat me to it. It's a Steve says. The over struck Nahapana drachms and not very common.
