I don't think it is part of the design.

Here are 2 pics of my Washington Dollar and the "Button" is not there.
I checked a few Jackson dollars I have and a Jefferson- all BU'S and all P mints- no "Button"

Maybe this is a very nicely placed die chip that looks like it belongs there?

It is not a part of the design. I can't tell what caused it though.
