Is this a strike though error on the obverse of this quarter? If not, what type of error is it?

Looks like a stain. If so, then it's not an error.

Maybe a struck through a thin layer of grease or maybe acidic liquid,ether way not an error. In future posts,please post photos rotated properly...thanks.

Thanks John. The photos were rotated correct when I uploaded them. No clue why this site always rotates one or more of my photos when I upload them.

Looks more like grease or oil was on the die and had some grit in the struck through, leaving the coin affected on those areas. No premium for this, just an explanation of what you are seeing. I've seen this before:
