No. It is some kind of gunk.I don't see a Struck Through Grease either.

Looks like varnish or some other adherent liquid has dried and protected the covered parts of the coin from toning (not a mint error).

Not an error, just damage from a foreign substance. PSD (Post Strike Damage).
