I can readily identify this as Hungarian, but don't know for what purpose it was issued. It's 135 by 80 mm in size.

The Adopengo or 'tax pengo' @Lucky Cuss.
Hungary introduced these notes to try and stabilise the 'pengo' before the introduction of the new Forint currency after WWII hyperinflation.
They were temporary & only issued for about 6 months, I think the 'Otvenezer' on your note is 50,000 Adopengo.
