to me it looks like corrosion but look at the word canada its raised to the same height as the letters

A lot of the reverse looks like acid/corrosion, but the Obv looks like something poured on it like molten metal. Hard to tell without it in-hand. I'll not even guess what some people do to their coins.

The rash of small bumps around DEI GRATIA look like what you would see on some cast copies of old colonial tokens. Maybe someone was trying to cast fake cents ?
