Specimens are very rare, with only 1 being certified by ICCS and 6 by PCGS

I actually own the coin that smallcentguy posted..the Specimen 1938 cent is a rarity..with a total of only 6 specimen sets produced. The single recorded ICCS coin was in the Belzberg Collection meaning that it also accounts for one of the six certified PCGS coins. Sorry to say your coin is just an average circulated example..keep hunting as it isn't impossible to find a rare Specimen out in the wild or misattributed..time and experience will help you learn what to pick up on when examining specimen coinage
