I'm new to collecting coins and was looking at some I purchased and noticed this mark by her eye. I dont know if the there was a mint error on the 1889 Morgan dollar on her eye. It looks like it was maybe struck twice or was it just damage after mint?

Any help or opinion would be appreciated please.
