I live in Kansas city on the Kansas side and I can never seem to get any p mints on anything. Sometimes I will get lucky, but most of the time I just get the Denver mints. what can I do to get the p mints or were can I go to buy them for cheap or exchange?

I understand your pain. Here on the Pacific coast, I see perhaps 1-2 P-mint per 50 LMCs.
A few collectors here were nice enough to trade a few bank boxes with me. Once you get 50 posts, you can make a request in the Trade section.

Move to the East Coast
Seriously though, coins are distributed geographically based on the location of your Federal Reserve district. As a general rule- west of the Mississippi, you get Denver and east of the Mississippi gets you Philly.

I live in Louisiana and can get generally get both mints. When Andrew Jackson came out, I got Denver in Lake Charles (two hours west of Baton Rouge) and Philadelphia in Baton Rouge. Same thing also happened with Arizona State Quarters. So live in the middle.
