I know the coin isn't in great shape but.....is it a DDR? states is clearly doubled and definately America.

Machine doubling. The picture of the corner stone is a big tip off. Same downward push as the lettering.

Strike doubling.

The major pick up points for the 1983 DDR are at the bottom of the coin,
look at "ONE CENT".

There would be clear doubling.
