Sure look like it, but there should be strong doubling on the date.

i just looked at the cherrypicker and it shows 2-o-v that the r in liberty is broken

It's a doubled die ...No doubt about it. It looks like 3-O-V...This one has less doubling on the date than the others. The R is also broken on this one.
