The RPM-008 mentions this in the description:
1947-S-Penny-S/S-RPM?
So the only area that is the RPM is on the upper serif. The rest of the mintmark is showing mintmark punch damage. So I feel this is a normal coin. Look at other RPMs for this year on the front page:
http://www.varietyvista.com/02a%20L...%201947S.htm
2,3,6, and 8 show the same mintmark punch damage.

1947-S RPM-003
S/S North
1947-S RPM-006
S/S East
1947-S RPM-008
S/S East
Note different areas are mention on some, and not even considering Punch damage as part of the RPM. It was the state the punch was in when these dies had the mintmark punch added to the hardened die.
