What Happened To This Morgan Dollar?

A while back I submitted one of my Morgans here for grading and opinions and it had the exact same "smashed" look to the eagles right wing tip. Don't remember who, but somebody in their opinion made a comment about the eagles wing tip showing signs of where. Well here is a NGC graded MS-63 with exactly the same smashed look and not only do they not look at it as wear, but not as damage either. So what's going on here?

A strike through. A reality minor mint error. It doesn't detract significantly in terms of eye appeal, but it does make a minor difference in grade. For example, if this was a technical MS-63+ but had the strike thru they'd drop the + sometimes. Not a big deal.
