I found this coin in a box I was hunting and I am not sure if this is a variety or an error. Please help.

Looks like Die Deterioration. Also, the mintmark wouldn't be doubled on a doubled die struck in 1989 or earlier unless it was also an RPM (repunched mintmark), since the mintmarks were added to the dies after they were finished.
