Got this from my dad. Its mint proof with slight rainbow tone on one side..anyone know its value?

Silver tarnishes. Thus why years ago, they used to have silver, silverware. It was a job to keep it from tarnishing. Thus when they came out with the plated platter ware, everyone jumped on it and never went back to the silver. So something on the plastic hold may be turning the edge of the coin. If it is mint packaging, it shouldn't do this. If it is not mint packaging, then it is altering/allowing the coin/coins to tone.

Today it's value is around $15.50, but expect to be offered $13-$14 from a coin store/pawn shop.
