I assumed that this anniversary design was a non- circulating coin as only 40000 were being produced. However I have noticed that this coin (without the mintmark) is selling on ebay.

No, but I haven't received any change in a little while now.
I'm sure there were a couple of swaps in March but probably there is a decreased demand for cash right now so they're probably sitting in Chubb/Armaguard warehouses somewhere.

They have started to flood circulation, be on the look out, everywhere expect maybe Vic and WA, Tassie.
