Just discoloration due to some unknown environmental exposure.

Possibly buried and dug up by a metal detector user - the top area of the obverse could have been protected by lying against something else under the ground.

Here are a few more closer images. If I were to use a coin cleaner like for chrome if you will shouldn't all this come off and then be shiny again. If so and if I were to do that and nothing happened it stayed the same would that mean anything or whatever the environmental issue that caused it also caused it to stay this was permanently and not (cleanable) persay if that makes sense? Also could it be missing the clad layer? And due to me not knowing anything and learning how can one tell if something is missing a clad layer versus environmental damage? Thanks again

Environmental damage making it a spender. Definitely not a mint error.

I agree not a mint error. If your found it in a roll of cents then you made 9x profit, which is better than if you found a common-date, circulated Wheat cent.
