I don't see a 1735 listed in NGC.

Maybe @january1may will chime in.

It appears to be a pattern for an experiment where old 5-kopek coins from the 1720s were to be directly restruck into kopeks.

This page has terrible photos of both sides; this page has a good photo of one side. I couldn't find any better pic that wasn't of a copy.

Well, duh. I don't think anyone was disputing that.

Russian patterns are extensively copied, with most sellers explicitly saying that what they sell are copies (that sort of thing is very legal in Russia, to the extent where a typical Moscow newspaper stand will probably have some pattern copies among its wares); I'm guessing that this is one of those copies (it seems to be far better quality than the usual copy, too, though it still has many significant differences from the real thing).
