It's an ancient counterfeit of a Hadrian denarius called a fourree. Copper core with a thin coat of silver - probably good enough to fool anyone who couldn't judge the weight of a denarius by hand. Can't tell what the reverse is, besides two figures clasping hands (a common theme on some of his "travel" denarii where Hadrian shakes hands with the personification of the province.)
