Looks like BAΣIΛEΩΣ reverse top, and - possibly - ΛEYKOY (of ΣEΛEYKOY) below. This could be a rarer Seleukid issue of one of the kings who went by Seleukos (Seleucus). If you can't pin it down, I'd recommend consulting with Brian Kritt.
I believe it belongs to Seleukos II Kallinikos, the inscription is as Bob L said, ΒΑΣΙΛΕΩΣ ΣΕΛΕΥΚΟΥ Also the bust is the same type as other coins of Seleukos II. I found a similar type (not sure if I can post the link as I'm a new member) https://www.vcoins.com/en/stores/sp...Default.aspx
