My search of VCoins came up with this AE-15 from Rome. It's a bit similar, but I don't think it's your coin.

Looks like BAΣIΛEΩΣ reverse top, and - possibly - ΛEYKOY (of ΣEΛEYKOY) below. This could be a rarer Seleukid issue of one of the kings who went by Seleukos (Seleucus). If you can't pin it down, I'd recommend consulting with Brian Kritt.

I believe it belongs to Seleukos II Kallinikos, the inscription is as Bob L said, ΒΑΣΙΛΕΩΣ ΣΕΛΕΥΚΟΥ
Also the bust is the same type as other coins of Seleukos II.
