It has zinc added over the copper plated layer. Not missing the plating. How can I tell? See the bumps on the coin? That is copper plating over zinc dust. If it wasn't plated, then the zinc dust could be removed. But the coin is altered. The surface on a real missing plating is smooth and has carwheels:
