Not a piece of penny fragment. It is possible that some PMD to the base of the bust has worn away the outer clad layer to reveal the copper center. If so, kind of cool, but not a mint error, and not worth more than face. All clad quarters are made of a copper sandwich with nickel on either side and copper in the middle. Nothing unusual here.
