Not sure if you deduct or how much to deduct for strange blotchy toning, but fields and devices look very clear so would have to guess somewhere between 64 and 66.

MS-63 with poor eye appeal. Looks like the coin was dipped and improperly rinsed and dried judging by the tone.

For this one I'm thinking MS-65 technical grade minus .25 to .5 for the distracting toning netting to MS-64. I've seen PCGS coins with much, much uglier toning in 66 holders though so I think it's a bit of a crap shoot on how much they take off for that.
