The only place where doubling is obvious is DEI GRA. what do you think?

I would say Machine Doubling - a double strike. Very common in British coins and not much sought after in the UK, although I understand US collectors are much keener on them.

Machine damage. sharp flat shelf instead of rounded doubling.
