In hand could be EF-40/45. Value will be hurt a bit by the scratches on the obverse.

@nickelsguy I was under the impression this would fall into the EF category because of the lustre that remains. I'm guessing you put it to VF because of the rough obverse. Could you elaborate on the VF grade. I would love your perspective. Thanks.
