1921 Peace Dollar - Matte...sandblast...or Just World-Weary?

Hi. Was looking through a stack of Peace dollars and this one stuck out. Know the chances are beyond slim but does this finish appear like a matte or sandblasted coin? The are lots of hairline marks on it but that could be abrasive cleaning (they don't show up well in the photos.) I'm guessing she's just world-weary...

Looks like it was in circulation and was then harshly cleaned
