Is it worth sending in to get graded? If so, which service?

Definitely worth getting it graded. Other then establishing a grade it authenticates the coin as 'real' which is especially important for a key date coin.

A 1909 S VDB in G4 condition has a wholesale value on around $500.00. A details designation, as mentioned in this thread, will take some value away but not enough to avoid getting it graded.

You can submit it to either NGC or PCGS for grading. You can checkout out the grading costs on their web sites. Figure an average of $50 give or take.
