Is it possible that this could be left on since 1955? Or is it PMD?

Yes very possible. That looks like a die chip to me.

I just looked up what a die chip is. Would this be a one off or would there be many more like this? I may not totally understand what it is.

There are no doubt others, but it is a minor error, and would not bring a premium.

Looks more or less like an older die, with a die crack running down the vertical bar of the T, a die chip on the right tip of the T and a die chip in the wheat. All are common on wheat cents from the 50's in those places. And yes, once the die chipped every coin will show the same chip, and some get large enough to be cataloged by cuds-on-coins.com
