Reverse in amazing condition except for this black gunk not sure if I should try to remove!

Unfortunately, the rev. of your coin is not in amazing condition. It's major environmental damage. Some acetone might make it a little better. The coin has nice luster for a 68. Not worth grading. It's a spender in my opinion.

It can not be a D over S because OMM's stopped in 1955.

The reverse residue appears to mostly organic. If it is, a soak in xylene will take care of most of it. That said, it's not worth the effort IMO.
