The fun part of searching mint bags, is finding stuff like this. These are both strike-through errors (probably grease).

I believe they are a pair, I say B was struck first, then A next.

My reason would be you can see the impression is a lot deeper on coin B due to the amount of grease that was present, then coin A was struck resulting in less grease and a less deeper impression.
