Guessing it's just circulation damage that appears to look like part of a date.

Not a keeper. It's a spender because it's been damaged after it left the U.S Mint. Severe Environmental Damage. PSD.

The difference between an extra date and damage? The extra date will be raised above the fields. Damage will appear incuse into the fields. Looks like a parking lot coin. The sand messed it up real bad.
