Is there something that someone could do in order to enhance a cleaned coin or take the small scratches out of the coin.

I would say nothing to that coin except toning it down naturally . But that could take months .

From experience, anything you do is only likely to make it worse. I loved my 1934-s Peace dollar as a child. It was my only slightly rare coin. I loved it so much I cleaned it frequently. Looks totally awful today.
