Hi, Check Iliya (Jerusalem) mint, it may be a Ummayyad caliphate fals, but the date is not fixed,(A.D. 697-750).

There are apparently no inscriptions on the border. It will be an overstamp on a Byzantine 12 nummus (Alexandrine module)?

Maybe, but I think the border is worn out, central legends on both sides are coincident with Umayyad fals coins.

I believe your coin is an Umayyad fals of Hims. Though not legible on your coin the date should be 116h. https://www.zeno.ru/showphoto.php?photo=100125

This coin has 2.45mm of trickness.
The Stephen Album quotes:
Egyptian post-reform fulus often share types used in Syria, but can be readily distinguished by their thickness, typically about 2.5-3mm, double that of the average Syrian piece, and by their dumpy fabric. They vary greatly in weight, but less so than their Byzantine-style predecessors. Most are typologically identical to the Syrian type #153.

Type 153 does not have marginal inscriptions. The Egyptian coins are mostly very thick, following the tradition of Byzantine 12 nummia pieces struck at Alexandria.
