Variable Buyer's Premium At Stacks Bowers?

The buyer's premium at Stacks Bowers is listed in their terms as "A premium of twenty percent (20%) based upon the total amount of the hammer (minimum of $20)"

But some of the auctions I'm following have different premiums. What am I missing/why are they different?

Examples:

1922-D Peace Silver Dollar. MS-65 (PCGS). CAC. OGH.
Currently $600 ($780 with the premium) = 30%

1923-S Peace Silver Dollar. MS-64+ (PCGS). CAC.
Currently $420 ($528 with the premium) = 25.7%

Currently $500 ($660 with the premium) = 32%

With those sorts of heavy premiums,
it becomes highly viable to sell your more valuable coins through a professional dealer on consignment.
