It doesn't bulge out on the edge on that area.
Weight?
What is opposite that area. If it is a planchet issue, there might be weakness near the rim area on the reverse.

Depending on the rotation of the obverse die, it should be closer to the last 'A' on America on the right lower wheat near the stem area.

My guess is struck through for sure.

The reverse...not sure, but I also don't think that's a die clash.

I'm leaning more towards a flaw in the planchet. Note the rim and outside edge area. Note how it is showing weakness, rather than a hit as the edge is still circular. The area is nor being pushed around something. I'm thinking it was trying to fill in a void on the planchet. What is the weight? If it is under, that might be the case. If the weight is normal it maybe a struck through, perhaps string?

I'm with Coop. Defect in the planchet.
Image #4 (horizontal T) shows the bottom of the area and the way it wraps around the rim. This recess was there before going through the upset mill which put the proto rim on the planchet.
