With all the turmoil surrounding PCGS banknote grading over the last few years I wouldn't touch a 70 graded note with a ten foot pole.
And if a note can be a perfect 70 with OPQ, what is a 70 PPQ?
Is it perfecter?
"Dipping" is not considered cleaning...

Avg sale price of two previous 70's of this note is currently $400 at auction.

PCGS Gold Shield graded notes that I have see are graded in China or Hong Kong. There is nothing wrong with the grading standard it is just that the cost to grade to cheaper in China than the US, especially in bulk.

The dealer will submit a bundle of notes and might get 1 or 2 70 rating.

Even graded it is not worth more than $20. I have gone through bundles of these looking for special SNs and could definitely have pulled out a UNC 67-70.

- I agree. Although I did find whole bundles with mysterious deep scratch lines throughout some runs, on the whole the 2017 Commemorative seemed to have holographic strips that were far & above more pristine than the 2013 $10 predecessors. IMO: all the Frontiers series ($5-$100) seemed to have had a patchy track-record when it comes to scratched up holographic security windows. So top TPG notes of that series would be a different matter entirely. If wholesale Legacy & PMG slabbing occurred with super liberal grading then I think that counts as a red flag for me.
