Hi, I'm wondering why this would have been graded a GEM 65 with the cuts being uneven? What am I missing?

I am not a banknote collector, but you have to remember that 65 is not the perfect grade... to me, this is like a MS-65 coin, with a slightly mis-aligned reverse die, but still within mint tolerances...

Just eyeballing it from your scan/photo the front design does appear very slightly shifted to the right (left vertical border looks a little wider than the right vertical border).

It would be interesting to see the back (maybe perfect?) UNC 65 does seem generous coming from BCS but as "SP-Ottawa" points out there's still 5 points to go (to perfection). I've got several BCS banknotes & only a handful are at the Gem 65/66 level (as he's usually pretty conservative in giving out points).
