Reverse looks MS66, obverse MS64. Blended I would say MS65 as well

Looks like 3 parallel gouges on the lower cheek. Can you get more focused pictures of the obverse?

My first thought was MS65, but the cheek keeps it to an MS-64. Looks to have a nice thick skin, too.

MS63 based on the obverse.

A little weak in the breast for an 83(CC) as they are typically sharply struck. so AVG- for strike. looks like mostly rub on obverse and not much in the way of minor scratches but I think there's enough there to hold it to MS64 maybe as low as 63 due to the weaker than average strike. I'm leaning 64 but PCGS has not been kind to these of late. if you get her graded i'd stay away from them
