Your coin is just the victim of environmental tarnishing or elemental staining. This is seen in coins that have been buried underground or subject to weathering over a stretch of time. This is not a mint error, but rather simply post mint damage.

I agree with most of this. However, the confirmation would be in the weight of the coin. If it was missing "Cladding" the weight would be off by a noticeable margin would it not?
