No. The upper inside area is showing split plating. Thus the gray color.

Just a side note. It looks like the mintmark is tilted at an angle, but that is not the case. Note the over polishing that removed the busts jacket and that lower area to remove die clash marks. For some reason the 1973 and 1984 shows the most over polished die from die clashes those years. Why? I don't know. The the polishing added the tilted look on the mintmark.
