1964 Kennedy Extreme Hairlines / Clashing

I thought it was harshly cleaned when I first picked it up, but looked a little closer and saw that the majority of lines flow under the letters and stop abruptly at the bust. There are also hairlines in the devices, flowing in the recesses of the shield, up/down strokes on the inside of Kennedy's ear, etc.

And these are just one angle! A still image doesn't capture the amount of heck this die pair had to witness. I was thinking "why on earth would the mint take a belt sander to their dies like they did here (and obviously very carelessly), but noticed a number of small clashes as well, the most prominent one being JFK's nose inside the eagle's right branch.
They really didn't want anyone to see those things I guess...

this is common, someone at the mint made sure they cleaned up that die from whatever happened but didn't smooth things out

So they scrubbed the dies to hide the clash, but didn't smooth them out?
That's common?
I can imagine it doesn't have high collector value though because it's about as ugly as it can get. CoinTheTerm great name btw.
