Given the slant of the last digit's vertical post, I'd say you have a 1927.

can't be a 1927, it would have a recessed date.

I think it has to be 1917 and what you see is the bottom half of the '7'. If you look at some 1917 examples, the slope of the 7 actually changes about half-way up the digit

It could be a 1917 type 2 since there are stars below the eagle
