Using PCGS grading standards, I would say MS-64R, A-off. That obverse is really, really nice, but the mark on the high cheek and neck, as well as the fingerprint smudges on the reverse, prevent me from grading his any higher.
I would not be surprised if ICCS put this one in a MS-65 holder, because the fields look clean. Although it is pretty rare to see coins with fingerprint smudges in ICCS MS-66 holders, I have seen them on occasion.

Thanks all, I think this is good lesson in not taking photo's at 3:00am, I thought it was my eyes that were blurry, guess it was both the image and eyes. Will try another day with better lighting and clearer head.
