Very hard to tell with the lighting used in this photo. I also know from searching mint bags, that you can get some pretty nice business strikes with mirrored fields.
I say this is a MS - not a PL strike. The slight mis-alignment of the reverse die speaks of circulation coin production to me. The glare of the photo highlights the fingerprint smudges... so no higher than MS-64R for me.

Thanks all, I think this is good lesson in not taking photo's at 3:00am, I thought it was my eyes that were blurry, guess it was both the image and eyes. Will try another day with better lighting and clearer head.
