I also know from searching mint bags, that you can get some pretty nice business strikes with mirrored fields. I say this is a MS - not a PL strike. The slight mis-alignment of the reverse die speaks of circulation coin production to me. The glare of the photo highlights the fingerprint smudges... so no higher than MS-64R for me.
