At various times in history, even the official money issuing authorities have occasionally issued false money, or have seriously debased the coinage to help pay public debt.
These days, governments use inflationary measures. The Germans did that after WW1, and wiped out the personal life savings of everybody, which provided one of the reasons for Hitler's rise to power.

God help us all, if the Chinese population gets out of control. Better they suffer under despotic rule than us.
