I keep looking trying to figure out what the issue is on those letters... perhaps a die chip? I honestly don't know what it is. This is an unusual, fine shape, the only thing I can imagine is a die chip (a broken piece of metal). btw to the CCF! I wish I could answer your question better, but you'll get other opinions soon. Second, I agree with @k12 that this looks like damage which has dragged part of the letter L onto the letter O in DOLLAR. There is damage to the rim in this same area which may be related.
