The letters "IC" are clearly seen under 1970. Furthermore, the coin is abnormally shaped in that area and indented on the reverse. Thoughts?

Just PMD, most likely deliberate damage.

Are you sure? Compare it to the "I" and "C" in America on reverse side. You can even see the horizontal top of the "I".

If the reverse wasn't indented and the coin misshapen, you might have something. I agree that it is just PMD.

Someone took a hammer and smashed a chisel or some sort of hard tool into your dime and in the strike, your coin was forced against "something" else to form the letter "C" on the obverse. I may not know the actual tools involved or the actual action, but the bottom line is your coin has been deliberately damaged after it left the mint. There is absolutely no way during the minting process that "something" went wrong and the result is your misshaped coin.
