Try taking shots of it with all the devices in a row, UNITED, STATES OF, AMERICA, Quarter and Dollar. That way we can see better if it is enlarged and I can make some SBS images to see what is really going on. But it does look interesting. No one has that area showing doubling so far on the two sites.

It looks like devices are swollen like doubling compared to other proof quarters of this year that I've looked at

Photos are out of focus and too much glare. The better the photos you post,the better we can help you. With those photos I am not seeing a DDO. Also, a few too many photos.
