No, you are correct. Only H/A & a very scarce few J/A prefixes have the Gordon - Towers signature combos are considered to be the "Narrow Panel" variety. A carry over from the short-lived Osborne - Towers notes.

Clearly the certifiers were having an off-day (or into the sherry) when they labelled that wide-panel 1937 $1.00 (BC-21c)

My thoughts exactly. And not only the certifier are having an off day, Heritage Auctions is also selling it as a NP!

(in fact people so obsessed with buying into the label won't realize that old PMG holders often have the EPQ designation on the back- as seen here. This save me hundreds on this one)
